  1. Based on data from Wiesemann, 1994, Pryke et al., 1994, and publically available data submitted to regulatory agencies, all but one of the analyses of final effluent for 2,3,7,8-TCDD were below the level of detection (1-10 pg/L) from mills with 100% chlorine dioxide substitution. The mean concentration of 2,3, 7,8-TCDD in a similar number of samples taken in mills with 50-70% chlorine dioxide substitution was 4.1 pg/L with an upper 95 percentile of 27 pg/L. Mean concentrations of 2,3,7,8-TCDF from 15 samples taken from mills with 100% chlorine dioxide substitution were 5.7 pg/L with an upper 95th percentile of 25 pg/L. Mills with 50-70% chlorine dioxide substitution had a mean concentration of 19 pg/L with a 95th percentile of 45 pg/L.
